From Xamarin to Flutter without operational downtime

From technical bottleneck to Strategic Partnership
Waste Vision is the market leader in waste collection in the Netherlands, with a market share of approximately 85% among municipalities. The company provides smart solutions for waste collection and container management, including a mobile route app that supports drivers in their daily work.
The challenge
However, that app was built in Xamarin, which led to several challenges:
There where technical limitations in the app architecture which made it hard to scale.
A slow and inflexible development process with an external vendor
A lack of Flutter expertise within the internal team
Waste Vision wanted to move away from these dependencies and was looking for a committed, local partner who could not only deliver a technical solution, but also contribute to a more sustainable development model.
The ambition: to take full ownership of mobile development over time, while continuing to deliver value to users quickly.


Approach: A hybrid team focused on Transferable Technology
Together with Waste Vision’s product team, we set up a hybrid collaboration. Baseflow worked closely with the internal product manager and stakeholders, operating as a self-steering team responsible for design, development, and documentation.
Our primary focus was on the technology axis: From day one, we built with transfer in mind: everything scalable, transferable, and well-documented.
In-depth analysis of the existing app and its bottlenecks
Development of a new Flutter-based route app, independent from Xamarin
Creation of commercial SDKs for iOS and Android
Proof of Concept for container-opening functionality

What set this collaboration apart was the level of trust and equality. Baseflow operated as an extension of Waste Vision’s team, not as a vendor, but as a partner.

Looking ahead: Transfer and expansion into a new market
The collaboration between Waste Vision and Baseflow is now evolving along two parallel tracks:
Waste Vision aims to take full ownership of Flutter development. In line with our trust-driven engineering approach, we will transfer knowledge and expertise, enabling the internal team to become self-sufficient over time.
